Interoperability is critically dependent on alignment of data element semantics within and among systems. One approach to achieving such alignment is to maintain a "Semantics Register" that documents in a formal manner the meaning and certain other assertions about data elements and attributes.
A Semantics Register may be implemented on the Web with schema technologies such as Extensible Markup Language (XML) Schema or Resource Description Framework (RDF) Schema. These and other schema technologies expose how complex properties are derived from simpler concepts. Consensus on alignment of these more fundamental concepts is then much easier to achieve.
The Semantics Register can itself be searched using GILS. A mock-up example for an ISO 11179 Semantics Register is provided at /11179.html
